State Assembly Member Jim Cooper (D-Elk Grove) said he introduced changes to law enforcement’s DNA collection policy to “fix an unintended consequence” of Proposition 47 that California voters approved last November.

Prop. 47 changed certain “non-serious” drug and property crimes from felonies to misdemeanors, resulting in reduced sentences and fewer inmates in jail.
